Chinese Consul General in Penang Mr. Lu Shiwei Published a Message in Malaysian Media on the Occasion of the 46th Anniversary of the Establishment of Diplomatic Relations between China and Malaysia and the 5th Anniversary of the Establishment of the Consulate General

On December 22, 2020, in celebration of the 46th anniversary of the establishment of diplomatic relations between China and Malaysia and the 5th anniversary of the establishment of the Consulate General of China in Penang, Chinese Consul General in Penang Mr. Lu Shiwei published a message in Malaysian media China Press.The full text is as follows:

2020 marks the 46th anniversary of the establishment of diplomatic relations between China and Malaysia, and the 5th anniversary of the establishment of the Consulate General of China in Penang. On December 22, 2015, hosted by Mr. Huang Huikang, the then Chinese Ambassador to Malaysia, the Consulate General of China in Penang was officially opened. The Chinese government’s decision to open a Consulate General in Northern Malaysia is a concrete manifestation of the rapid development of China-Malaysia relations, and it has also injected new impetus into bilateral and local exchanges and cooperation between China and Malaysia.

In the past 46 years, despite changes in the international situation, China-Malaysia relations have always maintained vigorous vitality, and the friendship between the two countries has been consolidated with the passing of time. The reason is that the two countries have built a continuously consolidated political mutual trust on the basis of equality and mutual respect, have achieved a win-win cooperation by carrying out mutually beneficial cooperation in various forms, and the friendship between the peoples of the two countries have been constantly deepened as the two countries maintaining good-neighborly relations and sincere mutual assistance. In particular, in the face of the common challenge of the COVID-19 pandemic, the governments and peoples of China and Malaysia have helped each other and joined hands in fighting the pandemic, writing a new chapter for China-Malaysia friendship, and the friendship between the two countries has also been evolved and elevated to a new height in the joint battle against the pandemic. The closer comprehensive strategic partnership between China and Malaysia has clearly given the direction for local exchanges and cooperation between the two countries. China-Malaysia exchanges and friendly cooperation has also kept enriching the content of bilateral relations.

In the past five years, guided by the Xi Jinping Thought on Diplomacy and with a view to better serving the overall diplomatic situation, the Consulate General has kept actively making pioneering efforts, and doing solid work to promote exchanges and cooperation in various fields between Chinese provinces and cities and the four states of Northern Malaysia and to continuously achieve new results.

Local exchanges and interactions are frequent. The leaders from many provinces, cities and departments in China including Hainan, Guangdong, Heilongjiang, Henan, Shandong, Jilin, Fujian, Beijing, and Xiamen, Chengdu, Sanya etc. have visited the four states of Northern Malaysia. The Menteri Besar (Chief Minister) and councilors of Penang, Kedah, Perak, etc. have also visited China. The two sides have shown strong willingness for cooperation. Sister-city relationship is an important channel for local exchanges. Hainan Province and Penang state signed a Memorandum of Understanding (MOU) on the Enhancement of Friendly Relationship. Anhui Province and Penang state signed a Letter of Intent on the Establishment of Sisterhood Relationship. Sanya, Chengdu, Guiyang, and Guangzhou successively signed MOUs of establishing friendly relationship with Penang Island. The establishment of these friendly relations not only promotes local exchanges and cooperation, but also unleash the power to share weal and woe in the face of disasters. When the disasters such as severe storms etc. come, especially when we face the common challenge of the COVID-19 pandemic, the two sides helped each other to tide over the difficulties.

Economic and trade cooperation is advancing steadily. Till now, more than 60 Chinese enterprises have invested in Northern Malaysia, covering many fields such as new energy, electronics, medical equipment, transportation, finance, construction, etc. From 2013 to the first half of this year, China has invested more than RM9.1 billion in Northern Malaysia, and created nearly 20,000 job opportunities. Chinese enterprises have actively participated in the project construction in Northern Malaysia. In recent years, the total contracted value of the projects has reached RM15.9 billion. In 2016, the Malaysia Chinese Enterprises Association North Malaysia Branch was established. It plays an active role in promoting joint construction of the Belt and Road Initiative (BRI) and practical cooperation between China and Malaysia. Recommended by the Consulate General, 91 people form the consular district participated in 39 courses/seminars in China, which provides a new platform to promote economic cooperation and trade between China and Northern Malaysia.

Cultural exchanges are exciting and wonderful. The six rockets and spacecraft models donated by the China Science and Technology Museum (CSTM) had their “first show” overseas at the Space Exploration Gallery at Tech Dome Penang. The Chinese naval escort fleet paid visit to Penang for the first time and this visit made the everyone excited. Many cultural activities such as China Cultural Night - Charm of Chengdu, Embrace China 2019, Happy Spring Festival, Dance of Hainan, Dream of Dunhuang, etc. were held and let us saw a boom of Chinese culture in the consular district. Reporters from China Media Group (CMG), Xinhua News Agency, China News Service, and Xiamen Star conduct on-site interviews in Penang. The delegation of reporters from Northern Malaysia visited the provinces of Shanxi, Shaanxi, and Heilongjiang, and the cities of Chengdu and Suzhou. These media interactions enhanced mutual understanding and friendship between the two sides. Educational and academic exchanges and cooperation is flourishing, and the enthusiasm of study-in-China and research-on-China has been contagious in the consular district.

People-to-People exchanges have been increasingly active. Kunming, Wuhan, Nanning, and other Chinese cities launched direct charter flights to Penang. China Southern Airlines and Shenzhen Airlines successively opened Guangzhou-Langkawi and Shenzhen-Penang direct flight routes. More and more direct flights have greatly facilitated people-to-people exchanges between the two sides, and the connections have become more and more closer to each other. The number of arrivals of Chinese citizens at Penang International Airport has shown stepwise increase. According to incomplete statistics from relevant Malaysian authorities, this number was more than 600,000 in 2019. The Consulate General has been always implementing the guiding principles of putting people first and conducting diplomacy in the interest of the people, and spared no effort to protect the legitimate rights and interests of Chinese compatriots in the consular district, and strives to provide high-quality services to all the overseas Chinese and ethnic Chinese of foreign citizenship.

As the second Chinese Consul General in Penang, I am honored to do what I can for fostering a bright future of the friendship between China and Malaysia. This is my glorious mission and driving force.
